Government of India, in an effort to develop potential beach locations which could be developed as coastal destinations, conducted a survey along the western coast in 1990. Six locations along the eastern and western coasts were identified as suitable for promotion under the “Special Tourism Area” program, including Bekal, a serene village in Kasaragod district, the northernmost part of Kerala.
In 1992, the Government of India declared Bekal as a ‘Special Tourism Area’ to promote tourism development. Following this, the Government of Kerala appointed a multidisciplinary team consisting of planners, landscape architects, urban and transport specialists, structural consultants, and tourism experts to prepare a project blueprint.
The Government also formed the Bekal Tourism Authority (BTA) in 1992 for implementation.
In 1995, Bekal Resorts Development Corporation Limited (BRDC) was established as a public sector company under the Companies Act, 1956, for the speedy implementation of the Bekal project.
